Actually, tied for #1.
The teams are listed in descending order of regional winning percentage, so all of the unbeaten and untied teams are at the top. The sort order for any teams that are tied on RWP is essentially meaningless.
Unfortunately, there is no single “Strength of Schedule” number that we can use to rank the teams so there’s no better sort that we can use.
